Delaware City Council will be considering a handful of pieces of legislation and two liquor-related requests at its regular meeting on Monday evening at 7 PM.

Ordinance No. 23-02 is being given a second reading. This ordinance creates the Addison Northwest Tax Increment Financing Incentive Districts, declares improvements to the parcels within each district to be a public purpose and exempt from real property taxation, requires the owners of those parcels to make service payments in lieu of taxes, establishes a Municipal Public Improvement Tax Increment Equivalent Fund for the deposit of those service payments, and specifies the public infrastructure improvements that benefit or serve parcels in the incentive district.

Ordinance No. 23-03 is also being given a second reading. This ordinance declares the improvement to certain parcels within the Addison Northwest Development Area in the City to be a public purpose and exempt from taxation, provides for the collection and deposit of service payments, and specifies the purposes for which those service payments may be expended.

Resolution No. 23-06 is being considered, which is a resolution approving a Certificate of Zoning Compliance for Green Shade Spa located at 820 Sunbury Road.

Resolution No. 23-07 is being considered, which is a resolution adopting the City’s Plan of Operation and Governance for the Electric aggregation Program.

Two liquor-related matters are on the agenda:

Ohio Springs Inc., operating under the name Sheetz Convenience Store #708, located at 1851 Columbus Pike, is seeking a D1 liquor permit.

The ownership of a liquor permit for Buns Restaurant and Bakery, located at 12-14 W Winter Street, is being transferred from Arkasa Inc. to Broes LLC. The permit classes being transferred are D5 and D6.
