A significant step toward enhancing community services in Delaware was taken earlier this month, as the Planning Commission approved plans for a new Common Ground Free Store facility. The development will transform a long-vacant lot in the city’s historic district into a hub of support for individuals and families in need.
A Fresh Start for a Historic Location
The site for the new Common Ground Free Store is a 0.42-acre parcel at the northeast corner of East Winter Street and Annette Street. Historically, the location was home to three buildings that were demolished in the late 1990s due to deterioration, leaving the land vacant for decades. In February 2024, Common Ground Free Store Ministries purchased the property with a vision to better serve Delaware residents.
To make development feasible, the site was rezoned from B-3 Community Business to C-PUD Commercial Planned Unit Development. This zoning change allows greater flexibility for setback requirements, enabling a design that aligns with the historic character of the surrounding district while meeting modern needs.
Thoughtful Design Balances Functionality and Historic Character
The proposed two-story structure will cover a 6,536-square-foot footprint and include a rear parking lot with 15 spaces. Designed to blend with the area’s architectural aesthetic, the building will feature brick veneer facades on its street-facing sides and composite siding on less visible elevations. A flat roof, detailed cornices, and proportionally styled windows will maintain the character of the historic district.
The building’s first floor will be a welcoming space for the Free Store’s services, including areas for receiving and sorting donations, a public store, a coffee bar and café, community room, and laundry and restroom facilities. The second floor will house administrative offices. The rear parking lot will include modern drainage systems and a dumpster enclosure, ensuring the site is both functional and environmentally conscious.
A Certificate of Appropriateness from the Historic Preservation Commission, granted in January 2024, reflects the project’s commitment to historic preservation standards.
Advancing the Mission of the Common Ground Free Store
Since its establishment in 2006 by members of the William Street United Methodist Church, the Common Ground Free Store has been a vital community resource. Operating on the principles of unconditional acceptance and dignity, the organization provides free clothing, household items, meals, and more to over 5,500 families each year.
Supported by a network of over 1,200 volunteers and partnerships with more than 30 local churches, businesses, and organizations, the Free Store is an indispensable part of Delaware’s social safety net. Currently located at 193 E. Central Avenue, the store’s new facility will allow for expanded services and a more accessible location.
