The quiet suburban community of Powell was rocked in November 2023 when a tragic act of violence claimed the life of Arazeia Richardson. Now, after months of investigation and a rigorous five-day trial, a Delaware County jury has returned a guilty verdict in the case, marking a significant step toward justice.

On Friday, 32-year-old Brandon Toleque was convicted of two counts of murder with firearm specifications, one count of kidnapping, and one count of rape—all serious felony charges. The Powell Police Department, which led the investigation, was credited for their tireless efforts in identifying and arresting Toleque just days after the incident.

A Crime That Shocked a Community

According to trial testimony and evidence presented by prosecutors, the events unfolded in Toleque’s Powell home. Richardson, a guest at the residence, was shot and killed. Another individual present that night was then forced by Toleque to accompany him as he fled the state. During their escape, Toleque sexually assaulted the victim while driving across Ohio.

The multi-agency effort to locate and apprehend the suspect concluded in Indiana, where Toleque was arrested with the aid of the Marshall County Indiana Police. The case also involved support from the Delaware County Sheriff’s Office and Ohio’s Bureau of Criminal Investigation.

The Prosecutors’ Perspective

Chief Criminal Assistant Prosecutor Mark Sleeper and Major Crimes Assistant Prosecutor Daniel Cogley presented the case on behalf of the Delaware County Prosecutor’s Office. Their work in court helped secure the conviction, which they described as a necessary step in bringing justice not only to the victims, but also to the community.

“We remain committed to pursuing justice for victims of violent crime,” the Prosecutor’s Office stated in a public release, “and ensuring that those who cause harm in our community are held fully accountable.”

What Comes Next

Sentencing for Toleque is scheduled for Monday, May 12, 2025, at 3:15 p.m. before Judge James P. Schuck. The outcome of that hearing will determine the full measure of accountability Toleque will face for his crimes.

As the community of Powell begins to heal, law enforcement and prosecutors alike are emphasizing their shared commitment to upholding justice and protecting the safety of all residents.
