At its April 8 meeting, the Powell Planning & Zoning Commission will take up a single decision item: a proposed amendment to the final development plan for Liberty Green, a residential project on South Liberty Street in the Downtown Business District.
A Shift in Design, Not Scale
The request, submitted by Kevin Koch of Corinthian Fine Homes, focuses entirely on architectural changes rather than expansion. According to the application, the revised plan aims to move away from what was perceived as an “apartment-like” appearance and instead create a more distinctive, “Powell-like” residential character.
The most notable adjustment is the introduction of usable third-floor space paired with covered outdoor terrace areas. These terraces are intended to replace previously considered patios and decks, offering residents a more integrated indoor-outdoor living experience.
Importantly, the proposal does not alter the building’s footprint or height, meaning its overall scale and placement within the downtown setting remain unchanged.
What the Plans Show
Materials included in the application outline two general living configurations:
- First-floor living options with multiple bedrooms and expanded third-floor flexibility for uses such as entertainment or exercise space
- Second-floor living layouts featuring larger kitchen and living areas, along with similar third-floor options
Both concepts emphasize customization and lifestyle flexibility, including potential additions like elevators, wine storage, and other high-end features.
Alignment With City Expectations
The applicant notes that the revised elevations and layouts were shaped through discussions with city staff and reflect Powell’s expectations for downtown development. The goal, as stated, is to enhance architectural character while maintaining compatibility with the surrounding area.
Because this is an amendment to a previously approved final development plan, the Commission’s role is focused: determining whether the updated design better meets the city’s standards and vision for downtown Powell without altering the fundamental scope of the project.
With no other decision items on the agenda, Liberty Green will be the central focus of the evening’s meeting.
