Carriage Road now has an agreement behind it, but it does not yet have a construction award or an approved roundabout. Powell City Council authorized a cooperative agreement September 15 with Liberty Township and Delaware County to seek state infrastructure funding for reconstruction between Liberty Road and Wren Way. The city announced the action September 29. Read Powell’s official project update. City of Powell

The Agreement Covers A Shared Corridor

The proposed reconstruction extends nearly 5,660 feet. Approximately 880 feet of that distance lies inside Powell, which helps explain why three local governments are involved. For the portion within Powell, the agreement anticipates $42,000 in support. The city would provide $10,500, while Delaware County’s Road Grant Assistance Program would supply the remaining $31,500 at a ratio of three county dollars for each city dollar.

Those figures describe the agreement for Powell’s portion, not the total cost of rebuilding the full corridor. The action also authorizes an application for funding rather than the start of construction.

The partners have not announced a state funding decision or a construction schedule for the reconstruction.

The Roundabout Remains Separate

Rebuilding Carriage Road would prepare the corridor for a possible roundabout at Liberty and Carriage roads. It would not authorize that intersection project. Powell’s 2027-2031 capital improvement plan projects roundabout design in 2027 and construction in 2028, but the city describes those dates as part of a plan, not a final construction commitment. The road segment nearest the proposed roundabout would be resurfaced rather than fully reconstructed. If the intersection project advances, Powell says a similar cooperative agreement likely would be needed. The city points to lower vehicle speeds and fewer points where traffic paths can cross as reasons for considering a roundabout. Its project update compares eight potential conflict points in a roundabout with 32 at a traditional intersection.

What The Council Action Does Now

The agreement gives Powell, Liberty Township, and Delaware County a common framework for pursuing the road work across jurisdictional lines. It does not settle every question. Funding still must be secured, reconstruction details remain to be finalized, and the roundabout would require its own approval.

For Carriage Road, the September action is best understood as a planning and funding step. It moves a shared project forward while keeping the most visible potential change at Liberty Road firmly in the proposal stage.
