A proposed large-scale mixed-use development in Delaware is gaining momentum as it moves through the zoning approval process. Spearheaded by Bruce Daniels, owner of Performance Columbus, and Brian Reynolds, CEO of Renier Construction, the ambitious project seeks to transform 258 acres of farmland at the southwest corner of Sawmill Parkway and Route 421 into a commercial and automotive-focused complex.
A Vision for Automotive and Community Growth
The development, projected to cost $160 million, aims to blend motorsports entertainment with residential, commercial, and recreational elements. Central to the proposal is the Resolute Motorsports Club (RMC), a “motorsports country club” offering trackside living, automotive experiences, and premium commercial spaces.
The key features of the project include:
- Motorsports Facilities: A multi-track complex featuring a 2-mile private road course (Phase I), a 3.5-mile public road course (Phase II), a rallycross course (one of only four in the U.S.), a 1-mile public karting track, and a skid pad for performance testing.
- Garage Condos: Over 250 trackside units designed for vehicle storage, customization, and personal entertainment. These units, customizable by owners, are expected to attract car enthusiasts and collectors alike.
- Commercial and Event Spaces: The site is expected to host a high-end automotive dealership, business parks for automotive R&D, and an event center for corporate gatherings, product launches, and social events.
- Hospitality and Retail: The development will feature hotels, restaurants, retail spaces, and a clubhouse with dining and entertainment options.
- Public Amenities: A sports and recreation complex, community parks, and easy access to Delaware Municipal Airport for visitors.
Zoning Approval Progress
The project has already cleared a significant hurdle, with the Delaware Planning Commission approving a rezoning request on February 5, 2025. On February 10, Delaware City Council conducted its first reading of the ordinance, marking another step forward. A public hearing is scheduled for February 24, where residents and stakeholders can provide feedback on the development.
The site comprises eight parcels under the ownership of Daniels Hinkley Housing LLC. While no finalized layout exists yet, preliminary sketches indicate a strong focus on motorsports entertainment and services.
Economic and Community Impact
The development is expected to create 21–85 permanent jobs and position Delaware as a Midwest hub for motorsports tourism. Additionally, educational programs for automotive technicians are being considered, fostering workforce development in the region.
The project is planned in three phases:
- Phase I (2024–2025): Construction of the 2-mile private road course, karting track, rallycross course, and initial condo units.
- Phase II: Expansion to include the 3.5-mile public course, event center, fuel station, and clubhouse.
- Phase III: Addition of a skid pad, rental garages, and business park.
