The passport can be printed out at https://recordscenter.co.delaware.oh.us. Once on the Delaware County Records Center website, the sidebar on the left hand side of the page has a tab that says “Archives Crawl.” Click on the archives crawl tab to find the passport.
The passport needs to be printed double sided, selecting “flip pages on short edge.” Once all the pages are printed, fold the pages in half so the passport pages can be flipped through like a book.
