On Monday, November 11 at 7:00 PM, Delaware City Council will again convene at City Hall, with proceedings available for live streaming. Key items on the agenda include a range of ordinances and resolutions that impact community planning, economic incentives, cannabis regulations, and appropriations for city services.

Delaware South New Community Authority Expansion

A public hearing is scheduled at 7:15 PM for Ordinance No. 24-78, which proposes an expansion of the Delaware South New Community Authority. The ordinance also suggests modifications to the Board of Trustees selection process, aiming to enhance oversight and representation for community projects and developments within this area.

Final Readings on Community Authority Expansions and Tax Incentives

The council will conduct fifth readings for Ordinance No. 24-67 and Ordinance No. 24-69:

  • Ordinance No. 24-67 looks to extend the Delaware Northwest New Community Authority’s jurisdiction, likely increasing its role in future community development.
  • Ordinance No. 24-69 establishes the Rutherford Acres Tax Increment Financing (TIF) Incentive District, providing property tax exemptions for parcels within the district. Owners will instead make service payments, which will be allocated to public infrastructure projects benefiting Delaware City School District and Delaware Area Career Center. This initiative is expected to boost investment in the area while addressing community needs.

Cannabis Moratorium Repeal and Employee Pay Plan Amendments

The council will consider Ordinance No. 24-80, proposing the repeal of a temporary moratorium on adult-use cannabis facilities. The ordinance, declared an emergency measure, could potentially allow for new cannabis businesses, subject to compliance with city regulations.

Additionally, Ordinance No. 24-81 proposes amendments to the city’s pay plan for management, professional, and supervisory employees. This ordinance, also an emergency, seeks to bring city pay scales in line with regional standards.

Appropriations for 2024 and 2025

Two appropriation ordinances are up for consideration:

  • Ordinance No. 24-82 supplements the 2024 appropriations, adjusting the budget to reflect updated priorities and needs.
  • Ordinance No. 24-83 outlines the budgetary appropriations for the year 2025, setting the financial groundwork for the coming year and ensuring funds are designated to support city services and improvements.

Appointments and Annexation Decisions

  • Resolution No. 24-70 involves the appointment of members to various city boards, commissions, and committees, specifying terms and enhancing local governance.
  • The council will also discuss annexation matters with Resolution No. 24-71 and Resolution No. 24-72. Resolution 24-71 will determine the approval or denial of services for the proposed Price Annexation, while Resolution 24-72 will formalize the city’s stance on the annexation of approximately 350 acres. This land, part of the Price Trusts Annexation petition, has seen community concerns regarding growth and development.
