The Delaware City Council is scheduled to hold a regular meeting tonight at 7:00 PM in the Council Chambers. The agenda is packed with important items, including liquor permit requests, income tax proposals, and significant rezoning plans.

Liquor Permit Requests

The Council will begin with the consideration of a TREX liquor permit transfer to 1 WW Bar Owner LLC, located at 1 W Winter Street. The current holder, Bischel Winner LLC (DBA Marcos), operates out of 10625 Harrison Avenue, Harrison, Ohio. Additionally, 1 WW Bar Owner LLC is requesting new D2, D3, and D6 liquor licenses for the same location. These permits are essential for the establishment’s operations and are expected to boost local business.

Tax Increase Proposal

One of the most critical items on the agenda will be the third reading of Ordinance No. 24-60, which proposes an amendment to Chapter 192 of the city’s Codified Ordinances. This amendment seeks to levy an additional 0.45% income tax to fund capital improvements and street maintenance. A related resolution, No. 24-54, will also be considered, which requests the Delaware County Board of Elections to assign a numerical identifier to this tax levy for the November 5, 2024, general election ballot.

Historical Society Signage

The Delaware County Historical Society will appeal for a Certificate of Appropriateness for a proposed sign at the Historic Jail & Sheriff Residence located at 20 West Central Avenue. The property, situated in the downtown core of the Downtown Historic District Overlay, requires special approval due to its historic significance. Ordinance No. 24-63 addresses this request, aiming to maintain the aesthetic and historical integrity of the area.

Rezoning and Development

The Council will also deliberate on significant rezoning and development proposals. Ordinance No. 24-64 involves a request by Fincon Epic Adventures LTD to rezone 49.926 acres from A-1 (Agricultural) to MX-PUD (Mixed-Use Planned Unit Development) at the northeast corner of South Section Line Road and Marysville Road. Another substantial item will be Ordinance No. 24-65, which approves a final subdivision plat for Northwood by Metro Development, concerning 230.75 acres. These developments are expected to shape the future growth and infrastructure of Delaware.

In addition to these major topics, the Council will review various other ordinances and resolutions, including the fourth reading of Ordinance No. 24-53 concerning amendments to the Delaware City Charter, and the third reading of Resolution No. 24-50 about tax credits for residents. Updates from city committees and the appointment of members to boards and commissions will also be discussed.
