DELAWARE — The City of Delaware offers a variety of services and resources to assists residents with filing their City of Delaware income tax return.

Changes in 2022

We no longer are printing and mailing the annual city income tax form. Taxpayers are encouraged to electronically file their return and pay their city income tax using our E-file/E-pay tool. It is free, secure, easy to use, and available 24/7 so it is ready when you are. If you prefer to file a paper return, forms can be printed from this link, or you can pick one up at City Hall, 1 S. Sandusky St.

To E-File your Delaware return:

  1. Go here. You will need the letter that was mailed to you by our office and your 2021 tax documents (W2 forms, Federal Schedules C, E, or F, etc.). Tax documents should be uploaded during E-filing. Pictures of tax documents in PDF format are acceptable.
  2. Click “E-File/E-Pay Here” and follow the steps to register your taxpayer account ID or log in if you’ve previously registered. Your account number (taxpayer account ID) can be found in the blue box above, along with payments and credits for 2021.
  3. Log in and complete E-Filing your return. Once you have submitted the E-Filed return, a confirmation email will be sent to you.
  4. If you owe tax for 2021, or estimated tax for the first quarter of 2022, you can use the E-File/E-Pay tool to pay by credit card or checking account with no service fee.

To file a paper Delaware return:

If you prefer to file a paper return, forms are located here, or you can pick up a form at City Hall, 1 S. Sandusky St.

To have the City of Delaware complete your return:

This is a free service. If you would like our office to prepare your return for you:

  • Sign your City of Delaware Income Tax form and provide both your email address and telephone number. Please note if you have moved in or out of Delaware during the previous year, the date, and your current address if different from the one printed on the form.
  • Place your form in the enclosed envelope along with your tax documents (W2 forms, federal schedules, etc.).
  • Drop the envelope off at City Hall. There are red drop-boxes locate balance due, if any.
  • Please note that if utilizing this service, you must drop off by March 15 if the tax filing deadline is April 15. After March 15, we cannot guarantee your return will be completed in time to determine your tax liability. If mailing instead of dropping off, envelope mud outside both buildings. Our tax specialists will contact you if there are any questions. Once your return is completed a copy will be mailed to you for your records, along with a letter detailing thest be postmarked by April 15.

2022 Tax Season General Information

Tax Day is April 18. Your 2021 Delaware tax return is due by this date. Our office will be open from 8 am to 7 pm to answer your last-minute questions.

Ready to file? Don’t wait until April 18! If you have your tax documents and are ready to file, you can use our convenient E-file tool. Part-year residents are encouraged to contact the tax office for assistance with pro-rating their income and credits when e-filing.

Do you need additional time to file your return? If you’ve filed for a six-month Federal extension you are automatically granted a Delaware extension. Be sure to include a copy of your Federal extension when you file your Delaware return by October 15. Note: extensions do not apply to tax payments, only filing.

Do you owe? Final tax payments for 2021, and first quarter 2022 estimated tax payments, are due by April 18. Any tax paid after the due date will be subject to penalty and interest charges. Installment plans are available.

Do you need to file a 2022 Declaration of Estimated Tax? Yes, if you expect to owe more than $200 for the 2022 tax year after employer withholding credits. 2022 estimated tax payments are due April 18, June 15, September 15, and January 15. If you wait until April 2023 to pay your entire 2022 tax liability you will be charged a declaration penalty.
