Governor Mike DeWine has appointed Mark Fowler to serve as a judge of the Delaware Municipal Court, filling the vacancy left by Judge Marianne Hemmeter’s appointment to the Delaware County Court of Common Pleas, General Division. Fowler will assume office on March 25 and will serve the remainder of the term. He will need to run for election in November 2025 to retain the seat.

Fowler, a longtime Delaware County resident and seasoned legal professional, brings a wealth of experience to the bench. His legal career spans nearly two decades, beginning in 2007 as an assistant attorney general at the Ohio Attorney General’s Office. In that role, he provided legal counsel to the Ohio Department of Job and Family Services (ODJFS) and the Ohio Commission on Minority Health. Fowler later served as a senior staff attorney at ODJFS before transitioning to his current role as an assistant prosecuting attorney for the Delaware County Prosecutor’s Office, a position he has held since 2011.

A strong academic background underpins Fowler’s legal career. He earned a bachelor’s degree in history from the University of Akron in 2001 before obtaining his juris doctorate from Cleveland State University Cleveland-Marshall College of Law in 2006. His professional affiliations include membership in the Delaware County Bar Association, the Ohio State Bar Association, and recognition as a fellow at the Ohio State Bar Foundation.

Beyond his legal work, Fowler is deeply engaged in the Delaware community. He actively participates in Main Street Delaware, the Knights of Columbus Council 1056, and St. Mary Parish. His commitment to civic involvement extends to his role as a legal advisor for the Buckeye Valley High School Mock Trial Team, as well as volunteer work with the Delaware County Special Olympics and the Common Ground Free Store.

Fowler’s appointment comes at a crucial time as the Delaware Municipal Court continues its mission of upholding justice in one of Ohio’s fastest-growing counties. With his extensive legal background and dedication to public service, Fowler is expected to bring a steady and fair hand to the court.

As he prepares to take the bench in March, Fowler’s experience as both a prosecutor and legal advisor will provide a strong foundation for his role.
