At the October 21 Powell City Council meeting, Acting Finance Director Samantha Borchers received a standing ovation as she was presented with the Auditor of State Award with Distinction by Scott Brown, Regional Liaison for the Ohio Auditor of State’s Office.
The award recognizes local governments that demonstrate the highest standards of financial accountability and transparency. Fewer than ten percent of Ohio’s public entities earn this honor each year.
Recognition of Exceptional Stewardship
The Auditor of State’s Office reserves the Award with Distinction for entities whose audits show meticulous accuracy, responsible management, and full compliance with state and federal accounting standards. It is one of the most significant acknowledgments a public agency can receive for fiscal performance.
Powell’s finance team met every benchmark for eligibility, including on-time filing of financial reports in accordance with Generally Accepted Accounting Principles (GAAP), a clean audit opinion with no findings or citations, and robust internal controls. The City also submitted an Annual Comprehensive Financial Report (ACFR)—a step beyond the standard reporting requirement.

A Rare Achievement
Only about three to four percent of audited entities across Ohio reach this level of distinction each year. It marks Powell as a city that not only balances its books but does so with precision and openness.

“Receiving this award reflects the professionalism and dedication of our finance staff,” Borchers said after the meeting. “It shows our community that their tax dollars are being managed with integrity and care.”
