The City of Powell and the Ohio Department of Transportation (ODOT) District 6 are proposing to resurface a portion of Sawmill Parkway between Seldom Seen Road and Home Road.
The project also includes curb repairs, curb ramp improvements, and repairs of the Shared Use Path (SUP) that runs along the west side of Sawmill Parkway. ODOT, the City of Powell, and the City’s engineering consultant (EMH&T), are currently in the planning phase of the project, conducting environmental analyses, and preparing preliminary engineering plans for this project. 
No new right-of-way is anticipated to be needed for the project. Construction of the project is expected to begin in the spring of 2020 and last approximately seven months. Two-way traffic will be maintained on Sawmill Parkway throughout construction.
As a part of the project, the full length of the SUP and curb ramps will need to be closed for approximately four weeks for the repairs. Due to the use of federal funds, the proposed transportation project is subject to the requirements of Section 4(f) of the Department of Transportation (DOT) Act of 1966, which affords protection to publicly-owned parks, recreation areas, and wildlife and waterfowl refuges. Based on the scope of the proposed project and type of work, there will be no adverse effects to the protected recreational activities, features, or attributes associated with the SUP. No permanent restriction of access or incorporation of land from the SUP into a transportation facility will occur. In accordance with 23 CFR 774.13 (d), temporary occupancy of land is so minimal as to not constitute a use within the meaning of Section 4(f).
To ensure the proposed project is viable and successful, ODOT and the City of Powell are seeking comments from the public about the social, environmental, and economic impacts of this proposed project. Environmental impacts include those involving archeological, architectural, ecological resources, recreational resources, hazardous materials and other environmental features located within the general location of the project. The project does not require work within a designated FEMA Special Flood Hazard Area and coordination with the local floodplain administrator is not necessary.
