Powell City Council will receive an update Tuesday night on a comprehensive zoning code rewrite, downtown planning efforts and more than 100 code enforcement cases recorded so far this year. The Planning Department’s June report, scheduled to be presented during Council’s July 21 meeting, outlines several initiatives expected to shape future development across the city.
Zoning Code Reaches Council
City staff has received a complete draft of the rewritten zoning code and is preparing a public version for the formal adoption process. The Planning and Zoning Commission was scheduled to review the proposal and make a recommendation July 15. City Council’s first reading is planned for Tuesday, followed by a second reading Aug. 4.
The rewrite covers Chapter 11 of Powell’s Codified Ordinances and is intended to provide a comprehensive update of the city’s development regulations. The Planning and Zoning Commission had tabled the administrative review during its June 10 meeting.
Separate design guidelines have also been drafted, although they will proceed through a different review schedule. The city expects Council to consider adopting those guidelines in September so they can take effect alongside the new zoning code, subject to the required approvals.
Downtown Feedback Under Review
Planning work is also continuing on the Downtown Powell and Village Green Master Plan, and the city recently completed four public open houses, all of which were described as well attended. Staff will now work with Pizzuti Solutions to summarize public comments and prepare an update for City Council.
The consultant team is expected to revise its development concepts based on that feedback. Additional opportunities for public participation are likely this fall.
Mount Carmel Sign Plan Approved
During its June 10 meeting, the Planning and Zoning Commission approved an amended final development plan for Mount Carmel Health Systems at 10330 Sawmill Parkway.
The request involved revisions to the medical facility’s sign plan, including enhanced wayfinding. The property is located on the west side of Sawmill Parkway, north of North Hampton Drive, within the Wedgewood Commerce Center in Liberty Township. Mount Carmel was represented by PlanIt Studios.
No applications were filed for the June 4 Board of Zoning Appeals meeting, resulting in its cancellation.
Code Enforcement Cases Reach 109
The Planning Department reported 10 active zoning code violations at the end of June. The cases involve work completed without permits, building or site appearance concerns, tall grass and weeds, and improper vehicle or trailer parking. Those cases brought the city’s total number of zoning violations during 2026 to 109. Staff continues working with property owners to resolve the issues and bring properties into compliance.
