The Sunbury City Council convened on June 18, 2024, for a meeting filled with important discussions and decisions impacting the community.

Public Hearing: Sunbury East New Community Authority

The evening commenced with a public hearing on the establishment of the Sunbury East New Community Authority (NCA). Legal counsel David Brehm outlined the ground rules and presented several exhibits, including public notices, petitions, and emails from residents. Despite the invitation for public testimony, no comments were made. The council then moved to close the public hearing, unanimously approving the motion.

Committee Reports: Financial Prudence and Community Updates

Mr. Grumney provided an insightful finance committee report, emphasizing the city’s financial health. He highlighted the city’s responsible spending, particularly noting a $50,000 saving on municipal furniture. Additionally, updates on ongoing and upcoming projects, including the Sunbury Estates concrete and tree repair, were discussed.

The report also covered the city’s efforts to address RITA subpoenas, with 819 residents yet to respond. The biannual audit report for 2022-23 received positive feedback with only minor adjustments, ensuring the city’s financial statements are in order.

Police Report: Construction Updates and New Additions

Officer Holden detailed the progress on various construction projects, including the installation of concrete pads and parking areas. The police department anticipates the arrival of new furniture and a potential acquisition of a new cruiser. The council congratulated two officers on the birth of their daughters, highlighting the department’s family-friendly environment.

Administrative Report: Reservoir Park and Mapping Initiatives

Mr. Hennessy briefed the council on the successful water transfer to Reservoir Number Two and the imminent completion of the dock. A ribbon-cutting ceremony is planned to celebrate this addition. He also introduced a new mapping strategy to aid council members in visualizing project locations during discussions.

Resolutions and Ordinances: Community Expansion and Infrastructure

The council passed a resolution setting municipal services for a 6.4-acre annexation in Berlin Township. They also approved the expansion of the Sunbury New Community Authority District to include Eagle Creek Development, with a public hearing scheduled for the July council meeting.

A notable discussion occurred around a first reading of a resolution to declare the Sunbury East NCA as a body politic, involving the establishment of a board of trustees and fixing bond sureties. The council agreed to strike the emergency clause, allowing for further deliberation in subsequent meetings.

New Business: Enhancements and Policy Updates

The council authorized the purchase of municipal building furniture and discussed updates to the Sunbury Memorial Park rules, particularly around scheduling weekend and holiday burials. The updated policy requires coordination with the city to ensure availability and staffing.

Public and Council Comments: Engagement and Feedback

Council members appreciated the new mapping initiatives for better understanding project locations. Discussions also covered no-bus zones for General Rosecrans Elementary, emphasizing the need for continuous sidewalks and safety measures for children.

The meeting concluded with a motion to adjourn, with the next council meeting scheduled for July 3.
