Items on the agenda include the following:
Introduction of City Manager Appointee
Paul Brake, ICMA-CM, CEcD, is set to be introduced as the new City Manager appointee. Brake’s extensive experience in city management and economic development promises fresh perspectives and innovative solutions for Delaware’s growth and development.
Local Government Fund Presentation
Mike Ringle, an Orange Township Trustee and member of the Legislative Committee of the Delaware Township Association, will present on the Local Government Fund. This presentation is expected to cover how these funds will impact local projects and community services.
Liquor Permit Consideration for Flying Pig Ale House
The council will consider stockholder changes to the liquor permit for Flying Pig Ale House LLC. This popular establishment, located at 12 S Sandusky Street, is undergoing changes in its ownership structure, which require council approval to continue its operations seamlessly.
Ordinance and Resolution Readings
Public Hearing and Third Reading of Ordinance 24-43
A significant update to the city’s planning and zoning code is on the agenda with Ordinance No. 24-43. This ordinance will introduce a new Chapter 1117 (Southwest Area Overlay) and repeal the outdated Chapter 1192 (Airport Overlay District). A public hearing will be held at 7:15 PM to gather community feedback.
Resolution No. 24-30: Accepting the Southwest Focus Area Plan
In conjunction with Ordinance 24-43, the council will conduct a third reading of Resolution No. 24-30, which aims to formally accept the Southwest Focus Area Plan. This plan is crucial for guiding future development and ensuring sustainable growth in the southwest region of Delaware.
New Departmental and Budgetary Ordinances
Ordinance No. 24-49: Supplementing 2024 Appropriations
Ordinance No. 24-49, now in its second reading, proposes amendments to the city’s 2024 appropriations. This ordinance is marked as an emergency to ensure timely implementation of budget adjustments necessary for various city operations.
Ordinance No. 24-53: Amendments to the City Charter
The council will consider Ordinance No. 24-53, which proposes submitting amendments to the Delaware City Charter to the electorate. This ordinance is also declared an emergency to expedite the process of making these pivotal changes.
Creation of New City Departments
Two new ordinances are on the table to enhance the city’s administrative functions:
- Ordinance No. 24-54 aims to establish a Department of Information and Technology, recognizing the increasing importance of technology in city management.
- Ordinance No. 24-55 proposes the creation of an Office of Management, Budget, and Procurement, designed to streamline city operations and improve fiscal management.
Amendments to Employee Pay and Benefits
Ordinance No. 24-56 seeks to amend the pay and benefits structure for part-time, intermittent, and seasonal employees of the City of Delaware. This ordinance reflects the city’s commitment to fair compensation and benefits for all its workers.
Development and Zoning Approvals
Final Subdivision Plat for Greenwood Commons and the Flats at Sugar Run
Ordinance No. 24-57 will address a request by T&R Properties for the approval of a final subdivision plat for Greenwood Commons and the Flats at Sugar Run. This development spans nearly 60 acres and is a significant addition to the community.
Rezoning Amendment for Channing Street Homes
Ordinance No. 24-58 involves a request by Channing Street Homes, LLC to rezone approximately 5.7 acres from medium-density residential with a planned mixed-use overlay to a residential planned unit development. This rezoning is critical for the planned development on Channing Street.
Community Development and Revitalization Resolutions
Delaware Community Reinvestment Area
Resolution No. 24-41 aims to amend and re-establish the Delaware Community Reinvestment Area. This resolution outlines the boundaries for industrial, commercial, and residential development, providing incentives for growth within the city.
CDBG Program Applications
The council will consider two resolutions related to the Community Development Block Grant (CDBG) program:
- Resolution No. 24-42 authorizes the City Manager to apply for the 2024 CDBG Critical Infrastructure Grant and the CDBG Allocation Program, supplemented by local CDBG ED-RLF program income.
- Resolution No. 24-43 seeks authorization for the City Manager to apply for the 2024 CDBG Neighborhood Revitalization Program, also supplemented by local CDBG ED-RLF program income. These applications are vital for securing funding to support critical infrastructure and neighborhood revitalization projects.
