Since launching in July 2023, the City of Delaware’s Electric Aggregation Program has provided meaningful relief to local electric customers. By pooling purchasing power, the program helped residents and small businesses save an average of 28%—more than $400—on their electric generation costs through the end of 2024. These savings came in comparison to the default rates from major providers Ohio Edison and AEP Ohio.


New Supplier, Same Goal: Lower Rates Ahead

To continue this success, the City of Delaware signed a new 12-month agreement in April 2025 with energy supplier Dynegy, which begins with the July 2025 billing cycle and runs through June 2026.

According to the City’s energy consultant, the one-year term is a strategic move—positioning the City to reevaluate and potentially lock in better pricing after mid-2026, as market volatility is anticipated in the energy sector.


What’s Next for Residents

Enrollment letters were mailed in April 2025 to eligible households and small businesses. There’s no cost to enroll, no switching fees, and no action required—customers are automatically enrolled unless they choose to opt out.


Aggregation Rates at a Glance

Delaware’s aggregation program provides exclusive fixed rates for the generation portion of your electric bill:

AEP Ohio Customers:

  • 9.28¢ per kWh (standard rate)
  • 9.53¢ per kWh for 100% National Wind Renewable Energy Credits (RECs) – opt-in by calling Dynegy at 1-833-241-4599

Ohio Edison Customers:

  • 8.99¢ per kWh (standard rate)
  • 9.25¢ per kWh for 100% National Wind RECs – opt-in by calling Dynegy at 1-833-241-4599

⚡ Note: Though these may seem higher than today’s rates, standard utility prices are expected to rise to 9.9¢ or more by June 2025, making the aggregation rates a valuable hedge against future increases.


No Change in Your Electric Service

Customers will continue to receive one bill from their current utility (either AEP Ohio or Ohio Edison). Delivery, maintenance, and emergency service remain unchanged—only the electric generation supplier listed on your bill will change to Dynegy.


Empowering the Community

The program stems from a 2022 voter-approved initiative authorizing the City Council to negotiate group electric pricing under Ohio Revised Code Section 4928.20. This approach allows communities like Delaware to lower costs collectively and promote long-term energy savings.
