The latest report to Sunbury City Council from City Manager Daryl Hennessy reads like a snapshot of a community in motion. From park improvements to long-range recreation planning and behind-the-scenes infrastructure work, several initiatives are moving from discussion to action.
JR Smith Park Improvements Set to Begin
After months of planning, the JR Smith Park project has reached a key milestone. Bond financing totaling $2,560,000 officially closed on February 12, clearing the way for construction to begin the week of February 16. The contract has been awarded to 2K General, a Delaware-based firm that will oversee the improvements.
While specific design elements were not detailed in the report, the financial close marks the point at which a project becomes real. Equipment will be on site. Work will begin. Residents will start to see change. For a growing community like Sunbury, park investment is not cosmetic. It is infrastructure for families.
Community Center Conversation Draws Strong Turnout
Roughly 75 residents gathered last week at Sunbury United Methodist Church to discuss the possibility of a future community center serving the Berkshire-Galena-Sunbury area. The meeting, hosted by the Joint Recreation District, covered:
- General site considerations informed by an ongoing market analysis
- A summary of results from the first community survey
- A group exercise focused on preferred size and programming options
That kind of turnout matters. In communities your size, 75 engaged residents is not passive interest. It suggests a constituency that wants a voice in how a shared space is shaped.
A second survey will be released soon, aimed at refining programming priorities and right-sizing the potential facility. That step is critical. Too many community centers fail not because they are poorly built, but because they are mismatched to long-term operational realities. The smarter move is exactly what appears to be happening here: measure demand before pouring concrete.
Police Department to Recap 2025 Initiatives
Public safety updates will also take center stage in upcoming council meetings. At the February session, officers involved in the School Resource Officer program and the department’s Drone initiative have presented a recap of significant 2025 activities, and can be viewed below.

Additional presentations, including updates from the Detective Bureau, the Drug Task Unit, and the Traffic and Speed enforcement programs, are slated for the March 4 meeting.
These briefings offer more than information. They provide transparency into how specialized programs are functioning, what tools are being used, and how public safety strategy is evolving.
Sewer Lining Project Moves Forward Quietly
Not all important work comes with ribbon cuttings. Performance Pipeline contractors are scheduled next week to clean and televise sanitary sewer lines associated with the Cheshire Ditch area. The pipe lining itself is expected to occur next month.
Residents connected to the pipeline will receive advance communication before any potentially disruptive work begins. According to the report, no significant service interruptions are anticipated.
This type of maintenance rarely draws headlines, but it prevents the kind that no city wants. Proactive lining extends pipe life, reduces infiltration, and avoids far more expensive emergency repairs down the line.
