On September 19, 2023, Harlem Township hosted a meeting featuring the Ohio Farm Bureau Federation, which discussed Electric Transmission Projects in Ohio. While the Ohio Power Siting Board Process (OPSB), application procedures, and easements were covered, AEP Ohio officials have clarified that some of the information presented was not directly applicable to their Vassell-Green Chapel Transmission Enhancements project and has shared the following update.

Why the Enhancements are Necessary

Central Ohio is experiencing rapid development, necessitating upgrades to the existing power grid. AEP Ohio is exploring the construction of two new 345-kilovolt transmission lines. These lines will connect the Vassell Substation near Sunbury to new electric facilities near Green Chapel Road in New Albany. The enhancements aim to meet future electric demand and maintain reliable electricity for customers in Delaware and Licking counties.

The Regulatory Road Ahead

AEP Ohio plans to file a Letter of Notification with the OPSB, which will undergo a 90-day review process. Unlike a Standard Application, this does not require the submission of a preferred and alternate route. Once filed, a case number will be assigned, and a docket will be created for public record on the OPSB website. While an open house is not mandatory for Letter of Notification filings, AEP Ohio has already conducted such events in May 2023 to gather public input.

Survey Activities and Property Owner Involvement

AEP Ohio is working closely with property owners to perform essential environmental and cultural surveys. According to Ohio Revised Code Section 163.03, utilities have the authority to enter private property for these surveys, provided they give a 48-hour notice. AEP aims to complete these survey activities within 30 days of such notice.

Easement Options and Timelines

O.R. Colan, representing AEP Ohio, is actively pursuing options to purchase easements in anticipation of OPSB approval. Following the OPSB’s decision, expected by spring 2024, the company plans to start construction in the summer of 2024. These easements will be formally executed at that time, based on options to purchase agreements with landowners.
