The Delaware County Board of Commissioners is once again opening the door for local charitable agencies to become part of a unique giving tradition—one that allows County employees to contribute directly from their paychecks to causes close to home.

Applications are now being accepted for inclusion in the County’s payroll-deduction contribution plan, a program designed to connect employees with nonprofit organizations making a tangible difference in Delaware County.

Who Can Apply

To be considered, a charitable agency must be a recognized 501(c)(3) tax-exempt organization, operating exclusively for charitable purposes with no earnings benefiting private individuals. Political action groups or organizations that influence legislation or candidates are not eligible.

Agencies must also:

  • Offer programs or services benefiting the Delaware County community as a whole
  • Address a variety of community needs
  • Keep administrative costs at or below 20 percent
  • Follow all Ohio laws for charitable organizations
  • Be guided by an active, conflict-free board of trustees
  • Have operated for at least five years prior to applying
  • Maintain a nondiscrimination policy in compliance with state and federal law
  • Agree to audits to ensure eligibility standards are met

How the Selection Works

Per Resolution 13-324, passed in 2013, the Delaware County Charitable Agency Committee—comprised of five members appointed by the Board—reviews all applications. The committee recommends up to three agencies for approval, with the final decision made by the Board of Commissioners. Approved agencies remain in the program for two full calendar years, beginning January 1, 2026.
