On Wednesday, the Powell Planning & Zoning Commission will conduct a sketch plan review for the proposed Phase One of an ambulatory care medical facility for The Ohio State University.
The facility would be located at 3315 Royal Belfast Boulevard in a Planned Commercial (PC) Zoning district. It would sit on 29.562 acres of land on the northeast corner of Sawmill Parkway and Home Road.
Pursuant to city ordinances, the Commission reviews a Sketch Plan as the first step with the owner/developer and then provides comments during the meeting. No statement made in the meeting by a City official is binding, and the discussion is an informal one.
Future review by the Commission will be for an Amendment to the Approved Final Development Plan. City Council will be the final approving body
A first plan was approved by Council and then expired as the two year window ended. The resubmitted proposal has grown from 150,000 to 200,000 square feet.
In its required Report, City Planning Department Staff has recommended that the Commission provide the applicant/owner with comments regarding the following questions and any other topics the Commission wishes to discuss:
1) Does the proposal adhere sufficiently to the Comprehensive Plan, particularly in terms of land use?
2) Does the Commission support the revised site plan, building and parking locations?
3) Does the Commission have comments on the architectural character?
4) Other comments by the Commission.
