Delaware City Council will face a full agenda tonight, April 27, with a meeting that touches nearly every major pressure point in a growing city: road extensions, industrial development, annexation, property standards, utility easements, and financial performance.
The regular meeting begins with a 6:30 PM executive session in Council Chambers, with the public portion scheduled to resume at 7:00 PM.
Sawmill Parkway Extension Returns For Third Reading
One of the evening’s key items is the third reading of Ordinance No. 26-13, which would authorize the City Manager to enter into an amended cooperative agreement with Delaware County related to the extension of Sawmill Parkway. Because the ordinance is on third reading, it has already moved through previous stages of Council review. The project remains one of the more significant transportation-related items before the city, with implications for future mobility and development patterns in the area.
Major Rezoning Requests On The Table
Council will also consider two substantial rezoning requests.
Ordinance No. 26-19 involves a request from Delaware Development Plan LTD to rezone 37.4 acres from C-CC PMU, or Community Commercial with a Planned Mixed-Use Overlay, to MX-PUD, or Mixed-Use Planned Unit Development.
Another rezoning, Ordinance No. 26-20, concerns approximately 62.95 acres requested by Fed One Dublin, LLC. That land, located west of Curtis Street, northwest of London Road, and south of the railroad tracks, would be rezoned from A-1 Agricultural and I-2 General Industrial to I-PUD, or Industrial-Planned Unit Development.
Utility Easements And Property Maintenance Rules
Two ordinances deal with easements for Ohio Power Company.
Ordinance No. 26-21 would authorize an easement on city-owned property along Pittsburgh Drive, while Ordinance No. 26-22 would authorize an easement across London Road. Both include emergency language.
Council will also consider Ordinance No. 26-23, which would amend Chapter 1303 of city code, dealing with the International Property Maintenance Code, and create a new Chapter 1311 focused on exterior property maintenance.
PPG Agreement And Community Authority Expansion
Ordinance No. 26-24 would authorize a Community Reinvestment Area Agreement and related school compensation agreements with PPG Industries Ohio, Inc. for real property improvements at 760 Pittsburgh Drive.
Council will also consider Resolution No. 26-23, a resolution of no objection to the expansion of the Concord/Scioto Community Authority, a New Community Authority under Chapter 349 of the Ohio Revised Code.
New Community Authorities are often used as financing tools for infrastructure and development-related improvements, making this another item tied closely to Delaware’s growth trajectory.
Annexation Agreements Move Forward
Two pre-annexation agreements are also on the agenda.
Resolution No. 26-26 would approve a pre-annexation agreement for approximately 101.92 acres on the east side of Pollock Road and west of Berlin Station Road, known as the Delaware Hickory Woods annexation.
Resolution No. 26-27 would approve a pre-annexation agreement for approximately 175 acres south of Hills Miller Road and west of Troy Road, known as the Price Farms II annexation.
Both resolutions include emergency language, underscoring the city’s intent to move promptly if Council approves them.
A Financial Check-In To Close The Agenda
The meeting also includes the Finance Director’s March 2026 Financial Report, giving Council and the public a look at the city’s fiscal position as spring construction, development, and planning activity continue.
