Haynes was chosen Feb. 6 from a field of six. The unexpired term runs through November 2023.

Haynes teaches government at Rutherford B. Hayes High School and has been a Delaware resident for 12 years. He also is a graduate of the City of Delaware local government Citizens Academy.
