The City of Delaware has published its 2024 Popular Annual Financial Report (PAFR), offering a transparent and accessible look into how tax dollars are managed, services are delivered, and infrastructure is maintained across the city. Designed for residents, business owners, and community stakeholders, the report breaks down complex financial data into a reader-friendly summary of the city’s operations for the year ending December 31, 2024.

The PAFR was prepared by the City’s Finance Department and serves as a companion to the much more detailed Annual Comprehensive Financial Report (ACFR), which runs over 270 pages. The goal of the PAFR is to make city finances easier to understand, allowing citizens to see how funds are used in daily services—from police and fire protection to park maintenance and road repairs.

Commitment to Clarity and Transparency

“The PAFR is part of our ongoing commitment to transparency and public engagement,” said Finance Director Rachel Alger. “We hope residents find this report helpful in understanding how the City manages its resources.”

The 2024 edition includes a snapshot of revenue sources, expenditures, long-term planning initiatives, and city priorities. It aims to show not only where money goes, but also how these investments impact daily life for Delaware’s residents and businesses.

Building on Award-Winning Communication

The 2023 edition of the PAFR was honored with the Outstanding Achievement in Popular Annual Financial Reporting Award from the Government Finance Officers Association (GFOA). With the 2024 version, the City continues to build on that success by enhancing readability, visuals, and community relevance.
