Free Assistance and E-Filing Options

The income tax office offers free, in-person assistance for those needing help with their Delaware or JEDD tax returns. However, tax returns are no longer completed via email. To receive assistance, taxpayers must bring a copy of their federal tax return (first two pages and Schedule 1), all schedules (C, E, F, K-1), W-2 forms, and any other supporting documentation. These documents must be printed or uploaded using the city’s e-file/e-pay tool prior to visiting the office.

For a faster and more secure filing experience, taxpayers are encouraged to e-file their tax returns online. The platform allows residents to submit documents, upload required forms, and make electronic payments. However, JEDD residents must still file their returns using a paper form.

Penalties, Interest Rates, and Important Policy Updates

Residents and businesses should be aware of penalty rates for late payments:

  • Individual and business tax late payments incur a 15% penalty.
  • Employer withholding payments not received on time face a 50% penalty.
  • The 2024 and 2025 annual interest rate for unpaid balances is 10%.

Additionally, an important new policy went into effect on January 1, 2024: Residents under age 18 are no longer required to file or pay municipal income tax. Once they turn 18, they must file a return and submit a copy of their driver’s license or birth certificate for verification.
