The Delaware County District Library (DCDL) Board of Trustees voted to approve the Library’s first three-year collective bargaining agreement with the Delaware County United Library Staff (DCULS) at their regular meeting on Tuesday.
“The Library Board of Trustees and I are pleased to announce a collective bargaining agreement that prioritizes long-term financial stability and remains a responsible reflection of our taxpayers’ investment,” said Director Bryan Howard. “Reached through collaborative, good-faith efforts, this contract ensures we remain a sustainable organization while directly supporting our strategic goal to make DCDL a great place to work. By investing in our talented staff, we ensure the library continues to open doors to imagination, knowledge, connection, and discovery for every member of our community.”
The contract was passed by DCULS unit members on Thursday, March 12. Having both parties’ affirmative passage of the contract, staff will begin working under contract agreements on April 1, 2026. The contract will be effective through March 31, 2029.
History
Staff first petitioned to form a union on August 13, 2024. Following a secret ballot administered by the State Employment Relations Board (SERB) on January 27, 2025, a majority of staff voted to form DCULS. Negotiations between the union, represented by the Ohio Federation of Teachers, and DCDL administration, representing the Board of Trustees, began on May 15, 2025.
Other Business
At the regular meeting, the Board of Trustees also approved the 2026 permanent operating budget, granted the Director discretion for creating new positions, approved compensation economic increases as outlined in the Compensation Article for the collective bargaining unit to also be extended to non-union members, and added Easter to the Library’s approved holiday closure dates.
