The City of Westerville has announced a 7.8% overall increase in utility rates for 2025, reflecting projected service costs for the year. The adjustment translates to an average increase of $19.61/month for residents, effective January 1. Despite the rise, Westerville’s utility rates remain highly competitive, with residents paying $0.82 on the dollar compared to regional counterparts, thanks to the City’s municipal ownership of utilities.

As a municipally managed utility provider, Westerville retains more control over rate variances than corporate entities, ensuring cost efficiency and service quality for its 40,000 residents and 2,000+ businesses.


Breakdown of 2025 Utility Rate Increases

  1. Residential Trash, Recycling, and Yard Waste
    • Collection services, contracted through Rumpke Waste via competitive bidding, will increase to $28/month, a $1.50/month rise.
    • Senior rates will increase by $1.42/month, bringing the total to $25.63/month.
  2. Electric Services
    • The average residential electric bill will increase by 9%, driven by changes to the customer charge, energy charge, and winter discount energy charge.
    • This reflects rising capacity rates and AEP transmission updates in the energy market.
  3. Sewer Rates
    • Sewer rates will rise by 6.5% (just under $3/month).
    • Westerville’s wastewater is primarily treated by the City of Columbus, which is increasing its rates by 6%.
  4. Water Rates
    • Residential water bills will increase by 5%, or about $1.35/month per customer.
    • Westerville’s own water supply and treatment system continues to provide some of the most affordable rates in the region.
