Powell City Council gathered on Tuesday evening, September 2, to address a wide range of community matters. The session reflected both immediate priorities and long-term planning. From recognizing September as Hunger Action Month and honoring local service organizations, to taking steps on the Village Green Master Plan and considering adjustments to economic development incentives, the meeting touched on issues that affect everyday life in Powell.

Council also made decisions on budget rates, technology planning, downtown parking, and appointments to city boards and commissions, underscoring its role in shaping both daily operations and Powell’s future growth.

Community Recognition and Planning

Council proclaimed September as Hunger Action Month, presenting a proclamation to People in Need, Inc. of Delaware County. The evening also brought approval to move forward with Phase II of the Village Green Master Plan through a professional services agreement with Pizzuti Solutions, setting the stage for the next phase of development in the city’s core.

Budget, Services, and Appointments

Council accepted amounts and rates set by the Delaware County Budget Commission and certified tax levies to the county auditor. Members also approved an amendment with Doug McCollough of DMC Group LLC to continue providing IT leadership and planning services. A parking agreement for property at 50 W. Olentangy Street was authorized, and new appointments were made to boards, committees, and commissions.

Legislative Action on CRA

Council held the first reading of an ordinance amending the boundaries of the Downtown Community Reinvestment Area (CRA) and updating its administration. In addition, legislation was introduced and adopted placing a temporary moratorium on new residential tax abatement applications under the CRA program until September 17, 2025.
