Delaware City Schools will host a public hearing on Monday, July 14 at 5:55 p.m. to gather community feedback on how the district plans to use federal special education funds during the 2025-26 school year. The meeting will be held at the Willis Education Center and is open to anyone with comments, questions, or suggestions regarding these critical resources.
The hearing will focus on the budgeting and expenditure of Title VI-B flow thru funds, also known as IDEA Part B Funds. These funds play a significant role in providing special education and related services to children with disabilities.
Understanding Title VI-B / IDEA Part B Funds
Title VI-B funds are provided under the Individuals with Disabilities Education Act (IDEA), a federal law designed to ensure that all children with disabilities have access to a free appropriate public education (FAPE). The funds are distributed from the federal government to states, and then to local educational agencies (LEAs) like Delaware City Schools.
These flow thru funds support a range of services for students aged 3 through 21, including individualized education programs (IEPs), classroom accommodations, specialized staff training, and more. Importantly, LEAs can receive funding even if they have not yet identified students with disabilities—ensuring they are prepared to provide services as needs arise during the year.
How to Get Involved
District officials encourage all interested residents, especially families of students with disabilities, to participate in the hearing or share their input directly. Comments and questions may also be submitted to Angie Macwhinney, Director of Special Education, by phone at 740-833-1129 or by email at macwhian@delawarecityschools.net.
This meeting is an opportunity for the public to help shape how Delaware City Schools supports some of its most vulnerable learners.
