Delaware City Council meets at 7:00 PM on Monday evening, May 22, immediately following a Citizens Academy Graduation event at 6:30 PM. Both will take place in Council Chambers.

1. Presentations
Proclamation Recognizing Rutherford B. Hayes Students
During the meeting, a special proclamation is expected to be made to recognize the exceptional accomplishments of Rutherford B. Hayes students who participated in The App Development Challenge organized by the Space Communications and Navigation Program at NASA. The students to be honored are Adam Fronduti, Paul Gabel, Jacob Payne, Meg Wolf, and Rosemary Cranston.
Update on the Humane Society of Delaware County
Jana Cassidy, the Executive Director of the Humane Society of Delaware County, will provide an update on the organization’s activities. This report will shed light on the society’s efforts, initiatives, and progress in promoting animal welfare and responsible pet ownership within the community.

Public Hearing and Second Reading of Ordinance No. 23-34
At 7:30 PM, a public hearing will be held for the second reading of Ordinance No. 23-34. This ordinance involves approving a zoning amendment request by T&R Properties for the Greenwood Commons Master Plan. The proposed amendment pertains to approximately 61.627 acres of land, which are zoned A-1 PMU (Agricultural District with a Planned Mixed Use Overlay District). The affected property is located at 340 Lake Street and east of Joy Avenue.
Public Hearing and Second Reading of Ordinance No. 23-35
Following the previous hearing, another public hearing will be conducted at 7:30 PM for the second reading of Ordinance No. 23-35. This ordinance addresses the approval of a Conditional Use Permit request by T&R Properties for the establishment of a Planned Mixed Use Overlay District (PMU) within Greenwood Commons. The permit will be granted for approximately 3.97 acres of land situated east of Joy Avenue, specifically denoted as Sub-Area C in the Greenwood Commons Master Plan.
Second Reading of Ordinance No. 23-36
Ordinance No. 23-36 will undergo its second reading during the City Council meeting. The purpose of this ordinance is to approve a Preliminary Development Plan requested by T&R Properties for Greenwood Commons. The plan encompasses approximately 61.627 acres of land located at 340 Lake Street and east of Joy Avenue.
Second Reading of Ordinance No. 23-37
Ordinance No. 23-37 will be read for the second time during the meeting. This ordinance aims to authorize and approve a Pre-Annexation Agreement for a 107.55± acre property known as Donovan Farms, LLC. The land is situated west of South Houk Road, east of South Section Line Road, north of properties fronting on Pittsburgh Drive, and south of the Boulder Farms development. The ordinance will be declared as an emergency.
7Consideration of Ordinance No. 23-38
The City Council members will consider Ordinance No. 23-38, which pertains to accepting the annexation of 13.953 acres of land. The annexation, known as Vernon Ventures LLC., is being proposed by Michael R. Shade, agent for the petitioners.
